  • Journey Certified Trades person, a Registered Technologist or a minimum of five years’ experience managing trades programs;
  • A minimum of five years’ experience working as a tradesperson or technologist;
  • A minimum of two years’ experience teaching in a college setting.

Job Description

Title: Dean, Trades, Resource Technology and Continuing Education

Department: Learner Services

Major Job Function:

Reporting to the Vice President, Academic, the Dean is accountable for leadership and vision, organization, co-ordination, marketing, financial results, supervision, delivery of services which are in keeping with College policy and innovative adult education practices.

The Dean fosters and maintains open communication with community agencies, employers, professional associations, the public, College administrators and ministry officials in an effort to provide programming that meets identified needs. The Dean is accountable for quality assurance through needs analysis, course and curriculum development (including credit programs leading to credentials) and contract training for business and industry.

Duties and Responsibilities:

  • Functions as the academic leader and administrative officer for assigned program areas and serves as a key member of the leadership team.
  • Utilizes leadership abilities to establish and maintain a cooperative, collegial work climate which enhances communication, trust, and productivity of and among College work units and programs.
  • Establishes and maintains a collegial work climate, cooperatively leading the academic unit towards improved productivity and relevancy, ensuring the academic integrity and curricular coherence of all programs within it.
  • Ensures that all courses / programs offered within the unit meet or exceed established internal and external standards.
  • Demonstrates a strong commitment to academic excellence and student success.
  • Builds productive working relationships with partners from business, government and education sectors.
  • Provides overall leadership, direction, advocacy, communication, coordination, and assessment of the academic unit.
  • Establishes and maintains effective and efficient operation within the policies, directions and plans of the college as a whole.
  • Establishes and maintains required program approvals and accreditations.
  • Initiates and implements an enrollment management plan, working towards improving student recruitment and retention.
  • Where applicable within College policies and procedures, ensures that student and employee grievances and / or complaints are correctly processed in a timely and appropriate manner.
  • Provides evaluations of direct reports in keeping with College policies / procedures.
  • Serves as the mediator in resolving problems arising among faculty and their chairs and / or coordinators, faculty and staff or faculty, staff and students.
  • Ensures the quality, scope and coverage of the curriculum, and works towards full utilization of faculty expertise in its delivery.
  • Works cooperatively with the administration and faculty to develop relevant diploma and certificate level programs which serve the needs of the industry and community.
  • Ensures that a system of student evaluation of faculty, courses and programs occurs systematically, fairly and regularly.
  • Establishes a formal and informal communication network so that student feedback occurs on significant issues and problems in the academic unit.

Leadership, Planning and Quality Assurance:

  • Ensures and supports quality and academic integrity in the planning, development, delivery and evaluation of the unit’s programming and contract training products.
  • Designs business plans that clearly articulate the deliverables for the unit, and identifies and removes barriers to execution.
  • Ensures team members are organized to deliver effective services to current and prospective students, as well as to external partners.
  • Defines short term and long term plans for the unit and ensures unit goals and objectives support the College’s Strategic Plan.
  • As a member of the leadership team, participates in College-wide strategic planning activities as required and actively supports College change initiatives
  • Stays current on business/industry/economic, pedagogical and technological developments relevant to the delivery of post-secondary programming.

Business Development:

  • Ensures that the College has an effective system for assessing needs and preparing proposals that will secure new business.
  • Establishes a network of contacts that can be used to generate leads for future business in the contract training area.
  • Takes ownership of academic targets, monitors them regularly and develops remedial action plans as necessary to meet targets.

Human Resources Management:

  • Creating, monitoring and amending the human resource structure of the department to align with the College’s strategic plan and to maintain program operations.
  • Ensures proficiency and professionalism of program chairs, coordinators, administrators, faculty and support staff within the unit.
  • Provides opportunities for team members to develop their skills and knowledge.
  • Provide ongoing performance feedback and coaching and, as required, corrective action plans.
  • Working with Human Resources, ensures that candidates possess the necessary skills and experience required before filling vacant positions.
  • Solicits and responds to feedback on unit programming and operations from direct reports, peers, students and other key stakeholders in the community.
  • Strives to establish and maintain a high level of employee commitment and job satisfaction.
  • Ensures that the Collective agreements for College employees are followed within the department.

Financial / Operations Management:

  • Develops and monitors the operating budget for the department.
  • Establishes and maintains the effective management of information for theepartment according to College policy, procedures and regulations.
  • Ensures program quality and service standards are met or exceeded through application of consistent measurement and continuous quality improvement processes.
  • Ensures academic and student services policies, procedures and regulations are current and the department is in compliance with these documents.
  • Approves expenditures according to the Delegation of Authority Matrix.
  • Identifies solutions to resolve budget issues.

Skills / Knowledge:

  • A minimum of two years progressive teaching or training in the public or private sector.
  • Minimum three (3) years management experience.
  • Proven ability to provide academic leadership, and to establish and maintain quality educational programming at the post-secondary level.
  • Committed to innovation and demonstrates flexibility in adapting to change.
  • Proven ability to plan strategically, initiate action and achieve desired outcomes.
  • Excellent planning, administrative, organizational, and project management skills.
  • Strong budget planning and financial analysis skills.
  • Proven leadership and management skills and the ability to work collaboratively in teams.
  • Problem solving and conflict resolution skills.
  • Excellent interpersonal, presentation and communication skills (both oral and written).
  • Sound knowledge of professional training and development methods.
  • Strong advocacy and negotiation skills.
