Position Description
Facilities Special Projects Manager

Nature and Scope of Work
Reporting to the Senior Director, Facilities and Ancillary Services this position is responsible for the Project Management of capital and special projects sponsored or administered by the Facilities Department. This position also provides direction for the services/staff required for the safe execution of projects and works closely with the OH&S department. This position is responsive in meeting the needs of Northern Lakes College with respect to projects and services such as grounds; building maintenance; renovation and construction projects; contracted services including architectural, structural, electrical, mechanical, civil engineering and monitoring provincial and federal code requirements.

Duties and Responsibilities
The Facilities Special Projects Manager is responsible for the management/operation of projects and operations at Northern Lakes College, which includes:

Design, Development, Contract Administration

  • Manage and Develop CAD software, drawings and libraries (including emerging technologies such as 3D modeling and BIM applications), including support for facility condition/assessment updates into Alberta Infrastructure’s VFA Database used to track information for conditions and major maintenance requirements. Also used for planning major maintenance/projects and work in both the short term (5 years) and long term (25 years).
  • Assist the Senior Director with contract management services: evaluation of contract services. This includes assistance in preparing tender documents, scopes of work, change order review and recommendations, reviewing quotations, recommending vendors for contract awards. Frequent communication and contact with vendors to resolve concerns to ensure daily requirements are achieved.
  • Control expenditures, negotiate fees and arrange for services; estimate individual projects, update blueprints, advise Senior Director, Facilities and Ancillary Services on facility matters, and prepare reports on matters related to facility operations.
  • Provide input and data for the NET Facilities Maintenance System and Delta Web System for air handling systems. This involves planning, data revisions and troubleshooting system failures.
  • Administer the Safety Codes Act for all disciplines, monitoring code compliance and ensuring directives and policies are adhered to. This involves detailed record keeping, inspection and follow ups on work conducted on facilities and consultation with OH&S Managers and officers.
  • Assist the Senior Director with the direction and planning of the future facility needs of the College, including recommendations for submissions into Alberta Infrastructure’s Building and Land Information Management System (BLIMS) for major facility and College upgrades/additions.
  • Monitor the College’s utilities consumption and research possible solutions to improve consumption. Provide leadership in developing the strategic framework for utility optimization for all campuses in consultation with the Senior Director, Facilities and Ancillary Services. Such leadership will build on a framework for positioning Northern Lakes College facilities to become environmentally responsible.
  • Be the primary contact for other departments and the lead for Facility employees regarding event setups in consultation with all College departments to ensure there are no conflicts.
  • Provide input in developing the College Computerized Maintenance Program framework for maintenance work orders for all campuses in consultation with the Manager, Facilities Maintenance and Operations.

Building Operations/Maintenance

  • Provide supervision to the building maintenance team. This includes the Power Engineer, Plumbers, Carpenters and Maintenance Workers. This team has the responsibility of repair and maintenance of NLC facilities and equipment, with minor and major renovations to meet the needs of NLC as a whole.
  • The Department is also responsible for snow removal, sidewalk, road and parking lot maintenance. Requisition facilities team members as required to fulfil needs of special events.

Occupational Health & Safety

  • Provide leadership to the Facilities team and Co-ordinate OH&S initiatives in consultation and as advised from the OH&S department.
  • Ensuring compliance to applicable policy and legislation and maintaining safe work environments.


  • Supervise temporary/casual employees.
  • Assist in the monitoring, planning, projections and preparation of an annual departmental operational budget which includes an Infrastructure Maintenance Program (IMP) budget.
  • Develop and manage the operating and capital budgets for department initiatives. This includes development of departmental priorities, resource allocation, planning facility utilization and contract administration.
  • Approve the purchase and allocation of Departmental resources as set out by the Delegation of Authority Matrix.
  • Act as on-site liaison for the Senior Director, with architects, engineers, contractors and tradesmen during the repair and renovation to facilities; gather information on projects and provide advice or recommendations to the Senior Director.
  • Assist the Senior Director, on special projects; oversee project development and the completion of each; act as the NLC general contractor as to the performance of each project.
  • Liaise with the custodial contractor, including daily janitorial needs and periodic scheduled projects such as floor stripping/ waxing, carpet shampooing and furniture set ups for events.
  • Mediate between staff, students and departments when required to respond to complaints and resolve conflict arising from service issues (Grounds, Maintenance, Contract Services, and Security).
  • Manage facilities and operations and delegate conflict management responsibility when required.
  • Provide leadership in ensuring effective communication, collaboration and liaison with internal and external parties. (e.g., Alberta Infrastructure, Municipalities, etc.).
  • Act as liaison between clients and the department when appropriate.
  • Represent the Department at various college functions/committees.
  • Foster a healthy, trusting work environment for all Departmental employees.
  • Apply the terms and conditions of the appropriate Collective Agreements.
  • Adhere to the College’s Policies, Procedures and Regulations.
  • Encourage the use and deployment of effective leadership principles.
  • Initiate proactive approach to better utilization and efficiency of resources and infrastructure.
  • Implement and improve quality indicators to deliver a higher quality product service.
  • Assist with the development, implementation and maintenance of a five-year capital infrastructure replacement plan.
  • Review and implement policies and procedure for long-term departmental improvement.
  • Provide backup to the Senior Director and Senior Leadership as required.
  • Other duties as assigned.
